Public Affairs Specialist

The Public Affairs Specialist functions as the Web Master. This position is the crucial technology hub that integrates key responsibilities for the planning, design, development, testing, implementation and management of Inter/Intranet activities, including system/applications development. Duties of the Web Master include coordinating, developing, designing, implementing, maintaining and promoting the Medical Center's Intranet/Inter/Internet Website. S/he will coordinate efforts among the VACCHCS department in order to enhance information distribution, marketing and to provide new and innovative interactive services. Management of database systems and communications technologies. Providing end-user instruction, education and support. Continual Website enhancements, maintenance and overall design, implementation and coding to assist the HealthCare System Inter/Intranet and its users in accessing current information, marketing and customer service initiatives. The Public Affairs specialist performs work related to the public affairs activities such as implementing communications, coordinating and planning special events hosted by VACCHCS, and advising the program manager or management officials on public affairs program and web presence. The position requires excellent written and oral communication skills and solid transmission of information about agency programs to internal and external audiences using the Inter/Intranet. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
developing and maintaining Intranet/Inter/Internet Websites; coordination and management of site(s) content; technical development of functionality of database management systems and communications technologies; providing end-user instructions, education and support to staff and management; coordinating large events; and troubleshooting technical problems with design and delivery of Inter/Intranet Services. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Graduate level. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
